CNSA Holds Enterprise Roundtable on High-Quality Commercial Space Development
Summary: On April 21, Shan Zhongde, member of the Party Leadership Group and Vice Minister of the Ministry of Industry and Information Technology (MIIT) and Administrator of the China National Space Administration (CNSA), chaired a roundtable on high-quality commercial space development. The meeting focused on forming integrated development momentum across the "rocket-satellite-launch-site-spectrum-network" chain and accelerating commercial space industrialization. Fourteen commercial space enterprise leaders shared their situations, opinions, and suggestions.

At the meeting, leaders from 14 enterprises spanning rocket development, satellite manufacturing, commercial launch services, satellite tracking and control, constellation construction, and satellite applications engaged in discussions on development approaches, challenges, and suggestions regarding R&D and production, licensing and market access, launch applications, frequency coordination, in-orbit operations, and application promotion. Relevant departments and affiliated institutions of MIIT and CNSA responded to the enterprises' issues, demands, and suggestions on the spot.
Meeting Highlights
The meeting noted that commercial space is an important force for developing new quality productive forces and building a space power. The CPC Central Committee attaches great importance to the high-quality development of commercial space. General Secretary Xi Jinping has clearly pointed out to "gradually release the development potential of emerging industries such as commercial space while ensuring safety," providing direction and fundamental guidance for commercial space development.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting emphasized the need to thoroughly implement the spirit of the 20th CPC National Congress and subsequent plenary sessions, maintain strategic determination, strengthen development confidence, uphold bottom-line thinking, and focus on problem-oriented approaches. With a sense of mission, responsibility, and urgency, the industry should further break down barriers across all segments, achieve full-chain coordination, and enhance overall industrial efficiency.

Meeting Requirements
The meeting called for strengthening strategic planning and standards guidance, improving commercial space policies, regulations, and standards systems, and fully leveraging the roles of the civil-commercial space professional standardization technical committee and related standardization organizations for the "rocket-satellite-launch-site-spectrum-network" chain. Standards development for urgent needs should be accelerated in parallel. A commercial space public service platform should be established, and an innovative "one-stop" approval model should be adopted to create a favorable development ecosystem that is both "open enough" and "well-managed."
The meeting also called for vigorously upgrading industrial development capabilities, comprehensively strengthening key technology research, building a high-quality cadre and talent workforce, proactively laying out new business forms such as space computing and space manufacturing, deeply expanding commercial application scenarios, and striving to achieve closed-loop business models.
The meeting emphasized the need to firmly守住 the bottom line of safe development, strictly implement the "three musts" requirements for management, strengthen precise safety management and control across the entire chain and process, compile typical quality and safety problem cases for learning from examples, and strengthen experience sharing and training exchanges to ensure high-quality development with high-level safety.
